A 41-story tower will be built on Muhamet Gjollesha street, with a surface area of 55,000 m2 and a height of 140 m.

The area where this tower will be built is located near the Sports University and one of the last remaining sports fields in the capital. According to the rendering, the tower will be built on a field located in the area.
Citizens Channel reported in January 2018 that the Detailed Local Plan (PDV)opened the way for construction on the sports fields of the Dajti complex.
The municipality of Tirana, through a decision dated December 28, approved the PDV, where the use of the land in the area of the football fields known as "Dajti Complex" has been changed as land for construction. This decision of the Municipality changed the use of the sports fields, opening the way for construction in that area.
"Double standard of using the Local General Plan, against the public interest", architect Doriana Musai calls the approval of the construction permit for the 41-story tower in this area.
She states that this is a wrong model of development which is being done contrary to the PPV that the institutions themselves have approved.
"When the PPV says construction over 9 floors is prohibited and a 41-story tower is built there, this is a violation, but the institutions read it and refer to the PPV only when they have interests, as in the case of May 5", says Musa.
Regarding the development model of the towers, she explains that it is a model that has not been seen in other developed countries that have a good practice.
"This is because usually such tall buildings are built in a dedicated neighborhood, usually outside the city and not scattered like mushrooms as is happening in Tirana", says Musai, adding that this way is against the public interest.
The construction of the tower in area 21, where there are universities, student dormitories, and old buildings, is an intervention that does not serve the citizens of the area.
"One aspect is the construction in one of the last remaining sports fields, so the disappearance continues, the replacement of the recreational and sports space used by the community", says Musa.
As for the violation of the PPV in this case, Musai says that there is a lack of political will and there are other hidden interests behind its non-implementation.
"The political will of the decision-makers to implement a document that is the PPV is missing, on the other hand, there is the arbitrariness to trample on decisions that are made collegially and to intervene in the territory according to narrow private and non-public interests", she declares.
