At the meeting of December 26, 2023, the agenda discussed the construction permit for a 33-story tower from Fusha shpk, located next to Murat Toptani pedestrian street.
The decision signed by the chairman of the KKT, Mr. Edi Rama and line minister Mrs. Belinda Balluku became public after 8 months on the AZHT website after continuous requests from the editors of Citizens.al.

Citizens addressed the Territorial Development Agency with a request for information to ensure the decisions that were made at this meeting. AZHT refused to make it available even after the intervention of the commissioner for the right to information.
Representatives of AZHT stated that "with the completion of the aforementioned procedure, the Territorial Development Agency will continue with the publication of the decisions approved on 26.12.2023, as it has done in every case during the past 8 years".

It took the institution 8 months to make it public on the official website decision signed for this building permit.
Citizens puit flashed a few months ago the project for the construction of a tower behind the National Theatre, which according to available information was 23 floors. But the official decision results that the tower has 33 floors, so 10 more floors have been added from the initial project.

According to the document, the tower is bordered to the south by the Murat Toptani pedestrian street, to the north by Sarajet e Toptanë, to the west by the National Theater and to the east by service facilities.
After failing to implement the special law for the construction of the new national theater in exchange for the towers, the entrepreneur Shkëlqim Fusha and the Albanian government have followed the plan in a different form.
Citizens revealed how the Municipality of Tirana has given the company Fusha shpk, through a decision dated May 3, 2023, 1266.6 m2 of land on "Abdi Toptani" street, and two buildings of 801.4 m2 and 183 m2, respectively. One of them is the building of the decor company of Tirana.
We remind you that the company "Fusha" had already offered in 2018 for the free construction of the National Theater in exchange for an area of thousands of square meters where it would erect a complex of 6 towers. Currently, the Theater with a cost of 40 mln. euro is being built with public funds, yet the entrepreneur is realizing his ambition to build on public land in the heart of the capital.
SON Engineering & Construction is company that designed the construction of both towers, which has a daughter company "Tirana 4 Concession Company", that 32.9% of the shares are owned by the "Fusha" company, while the administrator is Elti Fusha, the son of Shkëlqim Fusha.
